OPINION: Will Busoga’s darling Rebecca Kadaga survive the onslaught from Bukedea’s go-getter Anita Annet Among?

The fight is likely to be uglier than thought. It’s a fight for supremacy ! who owns busoga? It’s no longer a secret , a ring of political manoeuvres is at play to undermine the iconic figure of Busoga politics.

The assemblege of Alitwala Rebecca Kadaga aka Maama Kamuli ditractors is composed of majority of well positioned incumbents , oiled financially and willing workaholics.

The strategy is to isolate , obliterate, and undermine the perceived supremacy of Mama Kamuli in Busoga.

Those who attended the 17th August 2024 festival at Kagulu Rock organised primarily by the ministry of tourism together with the Busoga Kingdom, saw the infiltration of the function by the yellow brigade belonging to team Bukedea that turned a cultural festival into political in outlook.

It was a slap in the face of Mama Kamuli in the presence of the Kyabazinga. The recent attempt to ommit Maama Kamuli’s Name from the agenda for the 1st December 2024 World Aids Day at Bukungu isn’t an isolated incident .

You don’t want to wear the shoe’s of Geoffrey Dhamuzungu, the former MP of Budiope East, who is a direct competitor to team Bukedea.

The intimidation and fear faced by opponents of team Bukedea is overwhelming.

No wonder some political actors ran to the electoral commission to report seeming manoeuvres of preplanned cheating of the electoral processes.

It’s now impossible to freely exercise full political freedoms in Buyende if you’re perceived to be a Kadaga leaning actor.

Recently at Bugaya Catholic church at a fundraiser our own Maurice Kibalya who switched camps from Mama Kamuli to Bukedea was present and pledged full support for team Bukedea Busoga chapter.

The principal announcement of her intention to stand against Mama Kamuli as the National Resistance Movement National Vice Chairperson – Female is the final signal of intent to have Maama Kadaga retired against the will of the people.

It is unlikely to have Maama Kamuli as a sole candidate for a distractor is likely to be sponsored.

MARGINALIZED: Govt asked to address systemic inequality exposing Eastern Uganda to recurring tragedies

The government must act decisively to protect communities in Eastern Uganda and address the systemic inequality that leaves them exposed to recurring tragedies, Moses Bigirwa, the president of Eastern Revolutionary Platform has called out.

Bigirwa’s call is contained in a condolence statement following the landslides in Bugisu sub region.He said the tragic landslides in Kimono Village, Bulambuli, and floods in Kesenji Village, Sironko, are a painful reminder of the vulnerability of the Eastern region, one of the most marginalized in our country.

“My heart goes out to the families mourning loved ones and those whose lives have been upended by these disasters,” Bigirwa condoled.

“For too long, the region has suffered from neglect, with inadequate disaster preparedness and limited support for its people. It is imperative to prioritize relocating at-risk communities, improving early warning systems, and equipping rapid response teams to prevent further loss of life.

UNWANTED: Salim Saleh orders Eddy Kenzo to tell musicians going to Gulu not to disturb him

The love affair between Gen. Salim Saleh, Chief Coordinator of Operation Wealth Creation (OWC), and Ugandan musicians has faded and destined to rest in a cold limbo. In simple terms, the singers have become useless and not aligning to the expectations of the good general.

In a brief communication to musician Eddy Kenzo in his capacity as Presidential Advisor on Creatives and the President of Uganda National Musicians Association ordering him to ‘handle the musicians who are flocking to Gulu for xmas festivities shows’ because ‘they are interfering with my work in northern Indiana.’

Gen. Salim Saleh’s message was carried on the X account of Operation Wealth Creation (OWC). The OWC leadership advised all stakeholders in the creative arts especially musicians to remain mindful of their engagements and align with national priorities aimed at socio-economic transformation.

“Collaboration and mutual respect for development efforts are essential as we work towards uplifting communities across Uganda,” OWC complimented the general’s message to musicians.

RIPPED OFF: Sharp sugar cane prices drop in Busoga worries opposition MPs

The Leader of Opposition, Joel Ssenyonyi has decried the low prices of sugar cane given to farmers in Busoga, saying this has dropped from Shs200,000 per ton to now just Shs98,000.

The details are contained in his report on the drastic fall of sugarcane prices, whose findings followed an oversight visit to Busoga sub region recently.

“Farmers sell sugarcane to millers at extremely low prices, often below production costs. For instance, in 2023, the price per ton was UGX 98,000, a decline from previous figures which would at times go to beyond Shs200,000. Even then, what the farmer eventually gets is so meagre due to the other operational costs such as harvesting, cutting, loading, and so on,” explained Ssenyonyi .


“Our economy was liberalized, meaning that forces of demand and supply will always be at play. However, this does not take away government’s role to regulate and ensure that people are not ripped off, and specifically in this case to ensure that sugarcane farmers earn a fair income from their toil,” Ssenyonyi added.


According to the report, the sugar cane business earns the country about UGX300bn in taxes annually and creates about 100000 jobs directly and indirectly. The industry, the report says, produces over 150megawatts of electricity from bagasse ; about 70megawatts is supplied to the national grid.


Busoga is the leading sugar cane grower by acreage. It also has the biggest number of sugar mills.


In the report, the MPs recommend that the forces of demand and supply to determin the market prices; govt through the trade ministry ensure timely payments are made to farmers,; and that government through Uganda Development Bank should fast track the purchase of land identified in Luuka district to pave way for the construction of sugar factory to be owned by farmers as Preside Yoweri Museveni recently promised.


Ssenyonyi said addressing the challenges facing sugar cane industry requires a multi stakeholder approach including government interventions, farmers empowerment and private sector accountability.

VICTORY: Butembe breaks Bugabula’s heart as it storms second straight Busoga Masaza Cup final

Bugabula football team put in a spirited fight but not enough to fend off the attacks of Butembe in the semi finals of Busoga Masaza Cup at Kyabazinga Stadium in Bugembe, Jinja City.


A late second half goal from Ibrahim Madoyi was enough to earn Butembe a 1-0 victory on a rainy Wednesday afternoon. This will the second year in a row that Butembe will be playing in the final.


Last year, it lost to Busiki who were not fortunate enough to go past the quarterfinals this year. Bugabula beat Busiki to reach the semifinals.


Now, Butembe will play Bukono who have beend a surprise package this season. Not only did Bukono go past the group stages for the first time, they are going to play in their first ever final.


Earlier in the day, Bukono beat Buzaaya in a penalty shootout to make the historic final appearance.


The final will played on 15th December 2024 as part of the Kyabazinga birthday commemoration. This is the seventh edition of the Busoga Masaza Cup.

REWARDING: Parliament to pay school fees for these young excelling continental motorsport champions

Members of Parliament (MPs) have approved a motion for the Parliamentary Commission to pay school fees for two continental motorsport champions until they finish their A’level. The two beneficiaries are Ramathan Mubiru in primary seven and Hellena Birungi in primary four.

“One thing we should do is, let the Parliamentary Commission pay for these kids school fees,” said Speaker of Parliament Anita Annet Among, who was paying tributes to the Federation of Motorsport Uganda, for the incredible performance they put up following their recent trip to Morroco.


Jimmy Akena, the Lira Division East MP, who is also the Federation’s President informed Parliament that Uganda won several trophies including one by Hellena Birungi, who was crowned the Junior Ladies Champion for Africa and Uganda emerged second in this category.


While Mathias Mpuuga, the Nyendo-Mukungwe Division MP welcomed the kind gesture by Parliament to pay fees for the young motorsports stars, he questioned the sustainability of such a move.


Mpuuga tasked government to explain what became of sports scholarships and what criteria do the needy athletes need to follow to benefit from sports scholarships.


“Now that we have the Minister of Finance and Minister of Education, will they clarify on what became of sports scholarships in this country? Because, there seems to be no clarity on how they are accessed, do they still exist? Are they competitive or are they by selection,” said Mpuuga.

Government Chief Whip Hamson Obua says government is committed to financing sports activities, which he says can be seen in the rising trophies the country is receiving across the world. Obua says any financing challenges will be comprehensively addressed.


Peter Ogwang, Minister of State for Sports, revealed that whereas Parliament budgeted Shs3 billion towards motorsport activities, the finance ministry only released Shs300m. He said this frustrates sporting activities.


Finance minister Henry Musasizi defensively explained that the issue is not necessarily release, but the utilisation of funds. He offered to reconcile and have the payments settled.

DESERVING: Bukono defeats Buzaaya to reach historic MTN Busoga Masaza Cup final

A 75th minute equalizing goal from Ocaman Moses reenergized Bukono who advanced to their first ever final in the MTN Busoga Masaza Cup at Kyabazinga Stadium in Bugembe on a wet Wednesday afternoon.


Buzaaya took charge of the game when their player Faisal Kakooza scored at the 7th mark. All was well for Buzaaya before the Ocaman goal broke the hearts of the Kamuli team.


The score was 1-1 after the 90 minutes to send the match into a penalty shootout. Bukono emerged victors after covering 4 of their five chances. Buzaaya missed two chances making them unable to better Bukono.


Bukono will play the winner of the other semifinal between Bugabula and Butembe.

VULGAR TALK: Should the mouth and anus be enacted as body organs for sex purposes? Parliament discusses

The debate surrounding the Sexual Offences Bill, 2024 at committee level is getting interesting and vulgar.


The Legal & Parliamentary Affairs Committee Tuesday started scrutunising proposals made in the Bill by Anna Adeke, the Soroti District Woman Member of Parliament.


In the Bill, Adele wants a jail term of 10 years to be imposed on anyone who amicably settles sexual offences like rape, aggravated rape & defilement, aggravated defilement, child grooming, etc in Uganda.


Adeke also proposed tough measures of dealing with past sexual offenders, calling for the establishment of a Sexual Offenders Register that will have details of the individual, crimes they committed, and the register will be managed by National Identification and Registrations Authority (NIRA).

In clause 36 of the Bill, Adeke proposed a jail term of 7years to be imposed on anyone who fails to disclose their sexual offence conviction while seeking for employment, while all employers in Uganda will also be required to cross check with NIRA to establish if the prospective employee wasn’t convicted of any past sexual offence before approved for employment especially in the care of children or vulnerable people.


Adeke also proposed to maintain prostitution as a crime in Uganda but expand the scope by including male prostitute, other than the tradition offence that only punished women for the same acts.


However, MPs on the Joint Committee of Legal and Gender have rejected the proposal to maintain prostitution as an offence in Uganda and instead called on Government to regulate and start collecting taxes from sex workers.


“I strongly feel, we should legalize prostitution, we should regulate that sector, promote it, make some money from it. For us as legislators, our forte isn’t morality. Morality is for the reverends, canons and the Fathers,” said Fox Odoi, the West Budama North East MP.


Odoi also rejected the proposal to have rapists suffer the death penalty, wondering why Adeke would propose such a draconian punishment yet there are more vile crimes like mass murder, genocide which don’t carry the death penalty.

“In principle, I don’t support the death penalty as punishment for any offence, and as a country, I thought we had moved away from this position. So I thought that when you introduced this law, you were going to do away with the death penalty for all the offences,” said Odoi.
But the most interesting part of the discussion was between Adele and Jonathan Odur, the Erute South MP. Their exchange was on whether the mouth & anus should be enacted as body organs where sexual violence can be committed.

Odur argued that inclusion of the anus would create a window for Uganda to legalize homosexuality & proposed to maintain the status quo of the penis & vagina as the only permissible sexual organs.
Below is the transcription by Parliament Watch of how the exchange ensued.

Odur: If you read this law carefully, you seem to give another window for homosexuals, in relation to the Anti-Homosexuality Act. If you read your definition of sexual act and where you bring in consent, it deems where sex has taken place.

In my mind, I seem to understand why there was a very strong argument for the use of the word penis, and the vagina and the rest were excluded. I know they are offences, but I find it difficult to bring them under the purview of sexual offences because by implication, you are saying that those are also sexual organs that can be used.


Odur: So I understand why lawmakers then and now had restricted that. Maybe that is why under the law, they were using other terms maybe canal knowledge because when we import and bring that (mouth & anus), I think we are going to create a lot of confusion because for example, is a breast a sexual organ? Because somewhere, you have talked of breasts, buttocks where do we put that? I understand they could be offensive to somebody and we must provide a punishment for that because in some cases, people use the hand. So are you going to say even the hand has become a sexual organ?

Adeke: We must know that even heterosexual couples can or even have anal sex, making anus a sexual organ, that doesn’t drive us into condoning homosexuality. We have even made the mouth a sexual organ because previously for a woman under the Penal Code Act, it was only the vagina deemed the sexual organ, so if it was penetration of the anus or mouth, you wouldn’t be catered for. And if it was the man penetrating the anus of a woman, that isn’t homosexuality. It is a heterosexual couple, it isn’t same sex.


Adeke: If there was penetration of a woman’s anus, it can’t be covered because canal knowledge was the vagina, so you can’t get any remedy. We have men forcing their penises into women’s mouths, is it a lie? No. That is a sexual organ under this law. That also becomes rape under this law. You haven’t penetrated a vagina, but you have put your sexual organ into somebody’s mouth. That is rape.


Odur: What is the whole essence of this legislation? My understanding is that the essence is, you are punishing the use of force, you are punishing, lack of consent. So are you now saying, where there is consent, that isn’t a punishment?

Adeke: You know there has to be a complainant, if there is no complainant, then there is consent, how shall we know?


Odur: That was the very argument on homosexuality that when two people meet, they agree and do their thing, then there is no complainant, but we said, whether they agreed, it is criminal.

Adeke: I think Hon. Jonathan isn’t comfortable that anus is among the sexual organs that we are covering because to put it there, it presupposes that it is an allowable entry.


Odur: I am not comfortable calling that (anus & mouth) a sexual organ, we can provide for it, but we can’t call it a sexual organ. We can find words for it.

Adeke: The anus, mouth aren’t sexual organs but a sexual act can be committed with that organ. If I put my finger into your mouth or ear, it isn’t a sexual act, but if I put a penis into your mouth, it is a sexual act.

PETITION: Voters in Buyende district want Electoral Commission not to employ campaign agents of Milly Babalanda, Moses Magogo

Voters in Buyende district are cracking the whip and doing all they can to have free and fair elections in 2026. The voters’ first point of interception is blocking any form of influence from political bigwigs who are plotting to manipulate the electoral process.


Two voters, Isaac Mukisa, a registered voter at Bukitimbo polling station, Busabi parish, Bugaya sub county in Budiope East Constituency, and Byabali Dawson, a registered voter at Kiwaba Aid post, Kiwaba parish, Nkondo sub county, Budiope West constituency, have written to the Electoral Commission with scanthing demands.


In the petition received by the Electoral Commission on 21st November 2024, Mukisa and Byabali are accusing the Office of the Resident District Commissioner of interfering with the constitutional independence of the Electoral Commission.


They accuse particularly the Resident District Commissioner Akello Betty, Assistant RDC Emmanuel Kabenge and Isabirye Sharif, for plotting to influence the Electoral Commission of Buyende to employ agents of minister Milly Babalanda and Moses Magogo, the MP for Budiope East.


The petitioners says Akello, Kabenge & Isabirye are known campaigners of Babalanda, who is intending to aspire for Budiope West constituency in 2026-2031, and Magogo, who is seeking re-election. Magogo is also the husband of the Speaker of Parliament, Anita Annet Among.


The three RDCs are also being accused of ‘directing and influencing the removal of majority experienced Sub County and Parish supervisors who are presumably not showing support to their intended candidates as prescribed above.’


The election administration officer should be impartial and independent while conducting duties and roles of electoral commission as per article 61 and 62 of the constitution of Uganda, the petitioners note in their 20th November petition.


“We concerned citizens and registered voters from Buyende District petition the application of some of applicants in reference to your most recent external job advert for part-time/ temporary employment who are known Agents and Campaigners of aspiring candidates (Hon. Milly Babalanda aspiring for Budiope West and Hon. Eng. Moses Magogo aspiring for Budiope East) for the 2026-2031 General elections,” the petitioners wrote.


The reason for their petition is that the applicants named lack high level moral character and proven integrity, lack considerable knowledge of the electoral process in Uganda, lack ability to command preferred respect and are non residents.
