JAIL BOUND: No police bond for PDM theft – Museveni directs

0

President Yoweri Museveni has issued a stern directive to Regional Police Commanders (RPCs), prohibiting the granting of police bond to individuals accused of embezzling funds for the Parish Development Model (PDM) and Emyooga programs.

The President Tuesday was addressing the leaders of the Teso sub region at Kumi Municipal Grounds. He emphasised the importance of safeguarding funds meant to uplift Uganda’s village economies.

This was during the second day of the ongoing Presidential wealth creation assessment tour in the Teso Sub-region which commenced on Monday, November 18th,2024.

“I have received reports from ISO about individuals stealing PDM money. Some were arrested but given police bonds,” the President stated.

“I now direct the RPCs, no more police bonds for anyone who has stolen PDM or Emyooga money. If you give a police bond, I will ‘bond’ you myself.”

President Museveni also warned that such leniency undermines efforts to defend the village economy and vowed to engage the Chief Justice to put an end to these practices.

“This money is for transforming communities. If someone steals it, refunding alone is not enough, you must refund and also go to jail. Was it given to you as a gift?” he asked rhetorically.

“PDM and Emyooga funds are critical to Uganda’s development and must be protected at all costs. No one should play games with this money. We are transforming lives, and we won’t allow anyone to derail that mission,” he also noted.

The President also criticised the practice of deducting bank charges from PDM funds before they reach beneficiaries.

“I demand that the Ministry of Finance covers all bank charges. Recipients must receive their full amount, no deductions, no additions,” he declared.

President Museveni assured the public of continued support for PDM, with UGX100 million allocated annually per parish.

The Vice President also highlighted the government’s initiatives, such as Operation Wealth Creation (OWC), Emyooga, and the Parish Development Model, as transformative tools helping Ugandans transition into the money economy.

The Speaker of Parliament, Rt. Hon. Anita Among expressed gratitude to the President for his unwavering commitment to the development of Teso Subregion, highlighting his efforts in empowering the area through government initiatives such as the PDM.

BURDENING: Malaria remains a leading limitation for children’s survival in Uganda

0

Experts have called for increased funding to the Ministry of Health in order to end malaria deaths, especially among children and pregnant mothers if Uganda is to end malaria related deaths and ensure that the infants don’t just survive but thrive while growing up.

The call was led by Jane Irene Nabakooza, Senior Medical Officer & Technical Lead for Malaria Chemoprevention and Vaccines at the Ministry of Health, during a Press Briefing held at Parliament, ahead of the National Children Malaria Conversation Week.

“Malaria is one of the limitations of child survival and child thrival. A child that has suffered from malaria can’t compete with another child with another child that hasn’t suffered from malaria because they don’t have the same mental levels as the child that hasn’t suffered from malaria.

We also know that a mother that has suffered from malaria during pregnancy is likely to give birth to a child that is mentally retarded in terms of making judgments, emotional control,” remarked Nabakooza.

Geoffrey Mutiwa (Bunyole West), explained that the National Children Malaria conversation week set to occur as prelude to the International Children’s Day and the initiative will spotlight the devastating impact of malaria on pregnant women and children, while at the same time underline the critical funding gaps that perpetuate its prevalence and rally Ugandans to act against malaria.

He further added that Malaria in pregnancy isn’t just a health issue, it is a national crisis, it affects mothers, babies and the future of Uganda, thus the need by Parliament to fund free Fansidar for women across all health facilities in order to significantly reduce malaria related deaths and provide healthy survival rates.

“Malaria remains Uganda’s most significant health challenge especially for vulnerable groups such as pregnant women and children. And according to the Annual Global Malaria report 2023, Uganda is among the top three countries globally with the highest malaria burden.

Annually, over 3million cases of malaria are reported among children leading to over 50 deaths every day 28 of which are children under the age of 5years,” said Mutiwa

MITIGATION: Uganda Unveils Forestry Compensation Strategy to Tackle Energy Sector Emissions

0

On Friday, November 15, 2024, Uganda took a significant step toward addressing climate change by launching its Alliance for Climate Forestry Compensation Strategy during the UN Climate Summit (COP29) in Baku.

The initiative is part of the Alliance for Climate Resilience (ACR), which aims to unite stakeholders in promoting sustainable energy generation and utilization while addressing the country’s unique challenges in energy access, affordability, and security.

The Forestry Compensation Strategy is designed to guide Uganda in developing projects that generate carbon credits to offset greenhouse gas emissions from the energy sector, especially emissions related to the country’s oil and gas projects currently under development.

Speaking at the launch, Uganda’s Minister of Energy and Mineral Development, Ruth Nankabirwa, emphasized the need to balance energy development with environmental sustainability. She noted that while Uganda is endowed with abundant natural energy resources and a favourable climate, preparations must be made to address the emissions generated by oil and gas projects under development.

“As we develop our energy projects, we must prepare for the greenhouse gas emissions they will generate. We have identified government and district forest reserves to offset these emissions,” Nankabirwa said.

Eng. Michael Mugerwa, General Manager of the Uganda Refinery Holding Company, a subsidiary of the Uganda National Oil Company (UNOC), highlighted the strategy’s reliance on nature-based solutions. Key interventions include Afforestation, Reforestation, and Revegetation (ARR) and Reducing Emissions from Deforestation and Forest Degradation (REDD+) projects. Mugerwa stated that these projects aim to achieve an initial carbon drawdown of up to 1,000,000 metric tonnes of greenhouse gas emissions attributed to Uganda’s energy projects.

A pre-feasibility study has already identified potential sites for carbon drawdown, targeting approximately 65,000 hectares of degraded land for reforestation and 220,000 hectares of threatened forests for protection under REDD+. ACR seeks to establish strategic partnerships across the public and private sectors to secure land and implement these projects effectively.

ACR represents a collaborative platform that includes government ministries, agencies, development partners, private sector entities, and other stakeholders, all working together to advance climate change adaptation and mitigation efforts in Uganda’s energy sector. The initiative builds on Uganda’s Energy Transition Plan, launched at COP28, which provides a roadmap for sustainably developing the country’s energy resources.

The launch of the Forestry Compensation Strategy underscores Uganda’s commitment to aligning energy development with climate resilience. By integrating nature-based solutions and fostering collaboration, the country aims to balance industrial growth with global environmental goals, positioning itself as a leader in sustainable energy practices.

STEADY GROWTH: Uganda economic development thriving

0

Uganda’s economic transformation from December 1985 to December 2023 reflects significant changes, largely due to the ideological shift introduced by the National Resistance Movement (NRM) government in 1986.

At the time, Uganda was grappling with the aftermath of political instability and economic challenges, including rampant informal trading (magendo) and illegal business practices.

With the NRM’s rise to power, the government implemented a ten-point programme aimed at national recovery, peace, and stability.

One of the key pillars was the move away from direct government involvement in business, which included privatization of state-owned enterprises.

The focus shifted toward creating policies and initiatives designed to reduce poverty and stimulate economic growth.

Programs like Entandikwa, Emyoga, and the Parish Development Model were introduced to increase household income and promote grassroots development.

These initiatives aimed to empower communities, particularly in rural areas, by providing access to capital, skills training, and financial services.

The ultimate goal was to uplift living standards and improve economic opportunities for all Ugandans.

To ensure the continued success of these programs, it is crucial for Ugandans to actively participate and support government efforts. Embracing these initiatives can help sustain the positive trajectory of the economy and ensure that the benefits of growth are widely shared across the population.
