Voters in Buyende district are cracking the whip and doing all they can to have free and fair elections in 2026. The voters’ first point of interception is blocking any form of influence from political bigwigs who are plotting to manipulate the electoral process.
Two voters, Isaac Mukisa, a registered voter at Bukitimbo polling station, Busabi parish, Bugaya sub county in Budiope East Constituency, and Byabali Dawson, a registered voter at Kiwaba Aid post, Kiwaba parish, Nkondo sub county, Budiope West constituency, have written to the Electoral Commission with scanthing demands.
In the petition received by the Electoral Commission on 21st November 2024, Mukisa and Byabali are accusing the Office of the Resident District Commissioner of interfering with the constitutional independence of the Electoral Commission.
They accuse particularly the Resident District Commissioner Akello Betty, Assistant RDC Emmanuel Kabenge and Isabirye Sharif, for plotting to influence the Electoral Commission of Buyende to employ agents of minister Milly Babalanda and Moses Magogo, the MP for Budiope East.
The petitioners says Akello, Kabenge & Isabirye are known campaigners of Babalanda, who is intending to aspire for Budiope West constituency in 2026-2031, and Magogo, who is seeking re-election. Magogo is also the husband of the Speaker of Parliament, Anita Annet Among.
The three RDCs are also being accused of ‘directing and influencing the removal of majority experienced Sub County and Parish supervisors who are presumably not showing support to their intended candidates as prescribed above.’
The election administration officer should be impartial and independent while conducting duties and roles of electoral commission as per article 61 and 62 of the constitution of Uganda, the petitioners note in their 20th November petition.
“We concerned citizens and registered voters from Buyende District petition the application of some of applicants in reference to your most recent external job advert for part-time/ temporary employment who are known Agents and Campaigners of aspiring candidates (Hon. Milly Babalanda aspiring for Budiope West and Hon. Eng. Moses Magogo aspiring for Budiope East) for the 2026-2031 General elections,” the petitioners wrote.
The reason for their petition is that the applicants named lack high level moral character and proven integrity, lack considerable knowledge of the electoral process in Uganda, lack ability to command preferred respect and are non residents.
