Jaberi Nagaya Questions Transparency of Kamuli NRM Administrative Secretary Job Recruitment Process

Jaberi Nagaya, a National Resistance Movement (NRM) supporter and leader in Kamuli District, has called on the party’s National Secretariat and District Executive Committee (DEC) to review the recruitment process for the district Administrative Secretary, citing delays in interviews and a lack of official communication about the results.

Nagaya said several procedural concerns arose during the exercise conducted under reference number DEC/JA/01/2026, and urged the party to ensure transparency and fairness in its internal recruitment processes.

According to Nagaya, the position was advertised on October 2, 2026, with an application deadline of October 10. The deadline was later extended to October 16 through an addendum issued on October 5.

A shortlist of 14 candidates was released on October 20, with interviews scheduled for October 24. Nagaya said he was shortlisted as candidate number six and participated in the interviews.

However, he said the interviews, which were scheduled to begin at 10am, started at 1:30pm following an engagement with members of the District Executive Committee.

Nagaya, who said he was the last candidate to be interviewed, added that his interview ended at 5:45pm. He complained that candidates had not been informed in advance about the extended waiting hours or arrangements for meals.

He said the delays raised concerns about the organisation of the exercise and the treatment of applicants.

Nagaya also questioned the communication of interview results, saying the shortlist had indicated that candidates would be contacted individually in due course.

In his statement, he said the Secretariat had not officially communicated the outcome to him. Instead, he alleged that unofficial results attributed to individual candidates had been circulating on an NRM online platform through bloggers, alongside statements suggesting the results should not be challenged.

The claims about the circulation of results have not been independently verified.

He further alleged that some party members who sought clarification about the process were removed from the online platform before later being reinstated.

Nagaya said such actions risk creating fear among members and weakening unity within the party, calling for an environment in which cadres can seek clarification on administrative processes without intimidation.

“The appeal is for the National Secretariat and DEC to review this process,” he said, urging the party to ensure future recruitment exercises are conducted transparently, on schedule and with respect for all cadres.

He also pointed to a provision in the recruitment advertisement and addendum warning that any form of canvassing would lead to automatic disqualification.

Nagaya called on the party leadership to uphold the stated recruitment requirements and ensure that the process commands confidence among applicants and other party members.

He said he had copies of the advertisement, addendum and complete shortlist and was willing to provide them for verification.

The NRM Secretariat and the Kamuli District Executive Committee had not responded to the concerns raised in Nagaya’s statement at the time of writing. It was also unclear whether the recruitment results had been formally released or whether the party would review the exercise.

The concerns raise questions about the importance of timely communication, clear procedures and accountability in internal party recruitment, particularly where several candidates compete for leadership positions.
